  農(nóng)業(yè)全產(chǎn)業(yè)鏈?zhǔn)寝r(nóng)業(yè)研發(fā)、生產(chǎn)、加工、儲(chǔ)運(yùn)、銷(xiāo)售、品牌、體驗(yàn)、消費(fèi)、服務(wù)等環(huán)節(jié)和主體緊密關(guān)聯(lián)、有效銜接、耦合配套、協(xié)同發(fā)展的有機(jī)整體。近年來(lái),我國(guó)農(nóng)業(yè)全產(chǎn)業(yè)鏈發(fā)展加快,但仍存在不少短板和薄弱環(huán)節(jié)。為貫徹落實(shí)2021年中央一號(hào)文件精神和《國(guó)務(wù)院關(guān)于促進(jìn)鄉(xiāng)村產(chǎn)業(yè)振興的指導(dǎo)意見(jiàn)》(國(guó)發(fā)〔2019〕12號(hào))要求,加快培育發(fā)展農(nóng)業(yè)全產(chǎn)業(yè)鏈,現(xiàn)提出如下意見(jiàn)。
 
  一、總體要求
 
  (一)指導(dǎo)思想。以習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想為指導(dǎo),全面貫徹黨的十九大和十九屆二中、三中、四中、五中全會(huì)精神,深入貫徹新發(fā)展理念,緊緊圍繞“保供固安全、振興暢循環(huán)”,以完善利益聯(lián)結(jié)機(jī)制為紐帶,推進(jìn)延鏈、補(bǔ)鏈、壯鏈、優(yōu)鏈,從抓生產(chǎn)到抓鏈條、從抓產(chǎn)品到抓產(chǎn)業(yè)、從抓環(huán)節(jié)到抓體系轉(zhuǎn)變,貫通產(chǎn)加銷(xiāo)、融合農(nóng)文旅,拓展鄉(xiāng)村多種功能,拓展產(chǎn)業(yè)增值增效空間,打造一批創(chuàng)新能力強(qiáng)、產(chǎn)業(yè)鏈條全、綠色底色足、安全可控制、聯(lián)農(nóng)帶農(nóng)緊的農(nóng)業(yè)全產(chǎn)業(yè)鏈,為鄉(xiāng)村全面振興和農(nóng)業(yè)農(nóng)村現(xiàn)代化提供支撐。
 
  (二)基本原則。
 
  ——堅(jiān)持統(tǒng)籌謀劃。聚焦產(chǎn)業(yè)基礎(chǔ)高級(jí)化、產(chǎn)業(yè)鏈現(xiàn)代化,推動(dòng)一產(chǎn)往后延、二產(chǎn)兩頭連、三產(chǎn)走高端,補(bǔ)齊產(chǎn)業(yè)鏈短板,鍛造產(chǎn)業(yè)鏈長(zhǎng)板,促進(jìn)全環(huán)節(jié)提升、全鏈條增值、全產(chǎn)業(yè)融合。
 
  ——堅(jiān)持協(xié)同推進(jìn)。促進(jìn)多主體分工協(xié)作、多要素投入保障、多層次利益協(xié)調(diào)、多政策配套服務(wù),形成政府引導(dǎo)、農(nóng)戶(hù)參與、企業(yè)帶動(dòng)、科技支撐、金融助力的良好產(chǎn)業(yè)生態(tài)。
 
  ——堅(jiān)持創(chuàng)新驅(qū)動(dòng)。圍繞產(chǎn)業(yè)鏈部署創(chuàng)新鏈,圍繞創(chuàng)新鏈配置資金鏈、資源鏈,引進(jìn)培育核心關(guān)鍵人才,建立“產(chǎn)學(xué)研用”創(chuàng)新機(jī)制,促進(jìn)技術(shù)創(chuàng)新、產(chǎn)品創(chuàng)新、模式創(chuàng)新和管理創(chuàng)新。
 
  ——堅(jiān)持聯(lián)農(nóng)帶農(nóng)。挖掘農(nóng)業(yè)食品保障、生態(tài)涵養(yǎng)、休閑體驗(yàn)、文化傳承等多種功能,提升生產(chǎn)、生活、生態(tài)等多元價(jià)值,推動(dòng)農(nóng)業(yè)價(jià)值鏈向中高端躍升。完善利益聯(lián)結(jié)機(jī)制,讓農(nóng)民更多分享產(chǎn)業(yè)增值收益。
 
  (三)總體目標(biāo)。到2025年,農(nóng)業(yè)全產(chǎn)業(yè)鏈標(biāo)準(zhǔn)體系更加健全,農(nóng)業(yè)全產(chǎn)業(yè)鏈價(jià)值占縣域生產(chǎn)總值的比重實(shí)現(xiàn)較大幅度提高,鄉(xiāng)村產(chǎn)業(yè)鏈供應(yīng)鏈現(xiàn)代化水平明顯提升,現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)體系基本形成。糧棉油糖、肉禽蛋奶等重要農(nóng)產(chǎn)品全產(chǎn)業(yè)鏈基本建成,國(guó)內(nèi)生產(chǎn)供應(yīng)體系安全可控。果菜菌茶、水產(chǎn)品、特色農(nóng)產(chǎn)品全產(chǎn)業(yè)鏈不斷健全。培育一批年產(chǎn)值超百億的農(nóng)業(yè)“鏈主”企業(yè),打造一批全產(chǎn)業(yè)鏈價(jià)值超百億的典型縣,發(fā)展一批省域全產(chǎn)業(yè)鏈價(jià)值超千億的重點(diǎn)鏈。
 
  二、延伸產(chǎn)業(yè)鏈條,構(gòu)建完整完備的農(nóng)業(yè)全產(chǎn)業(yè)鏈
 
  (四)聚焦規(guī)?;鲗?dǎo)產(chǎn)業(yè)。選準(zhǔn)聚集度較高、影響國(guó)計(jì)民生的糧食和重要農(nóng)產(chǎn)品,以及滿(mǎn)足人民多樣需要的特色農(nóng)產(chǎn)品,促進(jìn)產(chǎn)業(yè)形態(tài)更高級(jí)、優(yōu)勢(shì)更明顯、特色更突出。找準(zhǔn)高成長(zhǎng)性、高關(guān)聯(lián)性、高盈利性、多層次性、多業(yè)態(tài)類(lèi)型的產(chǎn)業(yè),建設(shè)標(biāo)準(zhǔn)化原料基地、集約化加工鏈條、網(wǎng)絡(luò)化服務(wù)體系、品牌化營(yíng)銷(xiāo)渠道。引導(dǎo)龍頭企業(yè)牽頭,農(nóng)民合作社、家庭農(nóng)場(chǎng)和廣大農(nóng)民跟進(jìn),科研、金融、互聯(lián)網(wǎng)、品牌創(chuàng)意機(jī)構(gòu)參與,形成廣泛的利益聯(lián)合體。
 
  (五)建設(shè)標(biāo)準(zhǔn)化原料基地。以產(chǎn)品為主線(xiàn)、全程質(zhì)量控制為核心,加快構(gòu)建現(xiàn)代農(nóng)業(yè)全產(chǎn)業(yè)鏈標(biāo)準(zhǔn)體系及相關(guān)標(biāo)準(zhǔn)綜合體,提升按標(biāo)生產(chǎn)水平。建設(shè)標(biāo)準(zhǔn)化原料和生產(chǎn)基地,按照“專(zhuān)種專(zhuān)收專(zhuān)儲(chǔ)專(zhuān)加專(zhuān)用、優(yōu)產(chǎn)優(yōu)購(gòu)優(yōu)儲(chǔ)優(yōu)加優(yōu)價(jià)”要求,建設(shè)標(biāo)準(zhǔn)化、規(guī)模化、機(jī)械化、優(yōu)質(zhì)化原料基地。全面試行食用農(nóng)產(chǎn)品達(dá)標(biāo)合格證制度,建設(shè)一批現(xiàn)代農(nóng)業(yè)全產(chǎn)業(yè)鏈標(biāo)準(zhǔn)化基地、果菜菌茶標(biāo)準(zhǔn)園、畜禽養(yǎng)殖標(biāo)準(zhǔn)化示范場(chǎng)、國(guó)家級(jí)水產(chǎn)健康養(yǎng)殖和生態(tài)養(yǎng)殖示范區(qū)以及國(guó)家海洋漁業(yè)基地建設(shè),打造標(biāo)準(zhǔn)化“第一車(chē)間”“原料車(chē)間”。提升基地設(shè)施裝備數(shù)字化水平,加強(qiáng)田間路渠管網(wǎng)建設(shè),配套高效機(jī)械設(shè)施和智能化生產(chǎn),有效運(yùn)用物聯(lián)網(wǎng)、大數(shù)據(jù)、節(jié)水灌溉、測(cè)土配方、生物防治等新技術(shù)。
 
  (六)發(fā)展精細(xì)化綜合加工。拓展農(nóng)產(chǎn)品初加工,支持新型經(jīng)營(yíng)主體發(fā)展清洗分揀、烘干儲(chǔ)藏、殺菌消毒、預(yù)冷保鮮、凈菜鮮切、分級(jí)分割、產(chǎn)品包裝等,開(kāi)展干制、腌制、熟制等初加工,實(shí)現(xiàn)減損增效。提升農(nóng)產(chǎn)品精深加工,引導(dǎo)大型農(nóng)業(yè)企業(yè)開(kāi)發(fā)營(yíng)養(yǎng)均衡、養(yǎng)生保健、食藥同源的加工食品和質(zhì)優(yōu)價(jià)廉、物美實(shí)用的非食用加工產(chǎn)品,提升農(nóng)產(chǎn)品加工轉(zhuǎn)化增值空間。推進(jìn)綜合利用加工,推進(jìn)加工副產(chǎn)物循環(huán)、全值、梯次利用,實(shí)現(xiàn)變廢為寶、化害為利。
 
  (七)搭建體系化物流網(wǎng)絡(luò)。鼓勵(lì)龍頭企業(yè)、新型經(jīng)營(yíng)主體和農(nóng)戶(hù)建設(shè)通風(fēng)貯藏庫(kù)、機(jī)械冷庫(kù)、超低溫貯運(yùn)、氣調(diào)貯藏庫(kù)等設(shè)施,提高農(nóng)產(chǎn)品商品化處理和錯(cuò)峰銷(xiāo)售能力。鼓勵(lì)建設(shè)農(nóng)產(chǎn)品產(chǎn)地市場(chǎng)、骨干冷鏈物流基地、區(qū)域物流中心、直銷(xiāo)配送中心、電商交易中心,提升農(nóng)產(chǎn)品產(chǎn)地集散分銷(xiāo)能力。創(chuàng)新發(fā)展農(nóng)商直供、預(yù)制菜肴、餐飲外賣(mài)、冷鏈配送、自營(yíng)門(mén)店、商超專(zhuān)柜、團(tuán)餐服務(wù)、在線(xiàn)銷(xiāo)售、場(chǎng)景銷(xiāo)售等業(yè)態(tài),開(kāi)發(fā)推廣“原料基地+中央廚房+物流配送”、“中央廚房+餐飲門(mén)店”等模式。
 
  (八)開(kāi)展品牌化市場(chǎng)營(yíng)銷(xiāo)。深入推進(jìn)農(nóng)業(yè)品牌目錄制度建設(shè),推進(jìn)品種培優(yōu)、品質(zhì)提升、品牌打造和標(biāo)準(zhǔn)化生產(chǎn),塑強(qiáng)一批品質(zhì)優(yōu)良、特色鮮明的精品區(qū)域公用品牌。引進(jìn)和培育一批有自主知識(shí)產(chǎn)權(quán)和品牌效應(yīng)的骨干企業(yè),引導(dǎo)企業(yè)與農(nóng)戶(hù)等共創(chuàng)企業(yè)品牌。培育一批“土字號(hào)”、“鄉(xiāng)字號(hào)”產(chǎn)品品牌。創(chuàng)新品牌營(yíng)銷(xiāo)推介,通過(guò)博覽會(huì)、交易會(huì)、展銷(xiāo)會(huì)等平臺(tái),以及網(wǎng)絡(luò)視頻、直播帶貨等形式,講好品牌故事,提升品牌溢價(jià)能力。
 
  (九)推進(jìn)社會(huì)化全程服務(wù)。支持市場(chǎng)主體建設(shè)區(qū)域性農(nóng)業(yè)全產(chǎn)業(yè)鏈綜合服務(wù)中心,整合農(nóng)資、農(nóng)機(jī)、農(nóng)藝、技術(shù)、信息、人才等各類(lèi)生產(chǎn)要素和服務(wù)主體,以科技創(chuàng)新為主動(dòng)力、原料基地為主陣地、產(chǎn)業(yè)園區(qū)為主戰(zhàn)場(chǎng),提供全程專(zhuān)業(yè)社會(huì)化服務(wù),提升農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)規(guī)?;⒓s化、專(zhuān)業(yè)化、標(biāo)準(zhǔn)化、信息化水平。開(kāi)展社會(huì)化服務(wù)規(guī)范化創(chuàng)新試點(diǎn),規(guī)范服務(wù)標(biāo)準(zhǔn)化建設(shè)、服務(wù)價(jià)格指導(dǎo)、服務(wù)合同監(jiān)管,建立社會(huì)化、專(zhuān)業(yè)化、市場(chǎng)化服務(wù)體系。
 
  (十)推廣綠色化發(fā)展模式。集成推廣適應(yīng)性廣、實(shí)用性強(qiáng)的綠色技術(shù)模式,促進(jìn)種養(yǎng)循環(huán)、產(chǎn)加一體、糧飼兼顧、農(nóng)牧結(jié)合、草畜配套,實(shí)現(xiàn)產(chǎn)業(yè)鏈全程綠色化發(fā)展。支持國(guó)家農(nóng)業(yè)綠色發(fā)展先行區(qū)建設(shè),建設(shè)綠色產(chǎn)品集聚區(qū),引導(dǎo)農(nóng)產(chǎn)品加工企業(yè)建設(shè)清潔化、智能化綜合利用生產(chǎn)線(xiàn)。推動(dòng)農(nóng)業(yè)生態(tài)價(jià)值轉(zhuǎn)化,做精鄉(xiāng)村休閑旅游,培育發(fā)展創(chuàng)意農(nóng)業(yè)、休閑農(nóng)業(yè)、教育農(nóng)園、康養(yǎng)農(nóng)業(yè)、體驗(yàn)農(nóng)業(yè)等。鼓勵(lì)打造聚合生產(chǎn)、加工、冷鏈、營(yíng)銷(xiāo)、品牌和資源養(yǎng)護(hù)的綠色遠(yuǎn)洋漁業(yè)全產(chǎn)業(yè)鏈經(jīng)營(yíng)形態(tài)。
 
  (十一)促進(jìn)數(shù)字化轉(zhuǎn)型升級(jí)。建設(shè)全產(chǎn)業(yè)鏈大數(shù)據(jù)中心,構(gòu)建全過(guò)程管理數(shù)據(jù)和分析服務(wù)模型,健全市場(chǎng)和產(chǎn)業(yè)損害監(jiān)測(cè)預(yù)警體系,開(kāi)發(fā)提供產(chǎn)品生產(chǎn)情況、行情資訊、供需平衡等服務(wù)。加強(qiáng)農(nóng)村電商主體培訓(xùn)培育,引導(dǎo)農(nóng)業(yè)生產(chǎn)基地、農(nóng)產(chǎn)品加工企業(yè)、農(nóng)資配送企業(yè)、物流企業(yè)應(yīng)用電子商務(wù)。實(shí)施“互聯(lián)網(wǎng)+”農(nóng)產(chǎn)品出村進(jìn)城工程,充分發(fā)揮品牌農(nóng)產(chǎn)品綜合服務(wù)平臺(tái)和益農(nóng)信息社作用,加強(qiáng)與大型知名電子商務(wù)平臺(tái)合作,開(kāi)設(shè)地方特色館,發(fā)展直播帶貨、直供直銷(xiāo)等新業(yè)態(tài)。
 
  三、完善支撐體系,提升全產(chǎn)業(yè)鏈穩(wěn)定性和競(jìng)爭(zhēng)力
 
  (十二)融合創(chuàng)新鏈。推動(dòng)產(chǎn)業(yè)鏈創(chuàng)新鏈緊密融合,打造共性技術(shù)研發(fā)平臺(tái)和創(chuàng)新聯(lián)合體。依托國(guó)家農(nóng)產(chǎn)品加工研發(fā)中心及其分中心,以企業(yè)為主體組織開(kāi)展聯(lián)合攻關(guān),著力攻克食品預(yù)處理、分離提取、混合均質(zhì)、灌裝、包裝等重點(diǎn)關(guān)鍵技術(shù)。開(kāi)展品種創(chuàng)新,保護(hù)利用特色種質(zhì)資源,選育高產(chǎn)、優(yōu)質(zhì)、多抗的新品種,推廣具有自主知識(shí)產(chǎn)權(quán)的優(yōu)良品種。組織裝備創(chuàng)制,建設(shè)一批農(nóng)產(chǎn)品加工技術(shù)集成科研基地,培育一批中國(guó)農(nóng)業(yè)食品創(chuàng)新產(chǎn)業(yè)園區(qū),發(fā)展一批農(nóng)業(yè)高新技術(shù)產(chǎn)業(yè),集成創(chuàng)制先進(jìn)適用的加工新技術(shù)新裝備。支持生態(tài)節(jié)能遠(yuǎn)洋漁船漁具開(kāi)發(fā)與專(zhuān)業(yè)智能裝備設(shè)施研制應(yīng)用。
 
  (十三)優(yōu)化供應(yīng)鏈。鼓勵(lì)各類(lèi)農(nóng)業(yè)經(jīng)營(yíng)主體合作建立農(nóng)業(yè)供應(yīng)鏈體系,發(fā)展種養(yǎng)加、產(chǎn)供銷(xiāo)、內(nèi)外貿(mào)一體化的現(xiàn)代農(nóng)業(yè)。推動(dòng)大型龍頭企業(yè)應(yīng)用精益供應(yīng)鏈等管理技術(shù),完善從產(chǎn)品研發(fā)、生產(chǎn)加工到營(yíng)銷(xiāo)服務(wù)的全鏈條供應(yīng)鏈體系。健全綠色智能農(nóng)產(chǎn)品供應(yīng)鏈,鼓勵(lì)構(gòu)建采購(gòu)、倉(cāng)儲(chǔ)、配送供應(yīng)鏈協(xié)同平臺(tái),培育農(nóng)商直供、直供直銷(xiāo)、會(huì)員制、個(gè)人定制等模式,推進(jìn)農(nóng)商互聯(lián)、產(chǎn)銷(xiāo)銜接,再造業(yè)務(wù)流程,降低交易成本,提高供給質(zhì)量和效率。
 
  (十四)提升價(jià)值鏈。以拓展產(chǎn)業(yè)增值空間為重點(diǎn),開(kāi)發(fā)特色化、多樣化產(chǎn)品,提升產(chǎn)業(yè)附加值。對(duì)接終端市場(chǎng)需求,促進(jìn)農(nóng)戶(hù)生產(chǎn)、企業(yè)加工、客戶(hù)營(yíng)銷(xiāo)和終端消費(fèi)連成一體、協(xié)同運(yùn)作,實(shí)現(xiàn)上下游企業(yè)協(xié)同采購(gòu)、協(xié)同生產(chǎn)、協(xié)同物流,促進(jìn)大中小企業(yè)專(zhuān)業(yè)化分工協(xié)作,快速響應(yīng)市場(chǎng)需求,縮短生產(chǎn)周期和新品上市時(shí)間。
 
  (十五)暢通資金鏈。建立農(nóng)業(yè)全產(chǎn)業(yè)鏈項(xiàng)目庫(kù),統(tǒng)籌利用財(cái)政涉農(nóng)資金、地方專(zhuān)項(xiàng)債券等資金渠道,發(fā)揮社會(huì)資本投資作用,加大對(duì)農(nóng)業(yè)全產(chǎn)業(yè)鏈優(yōu)質(zhì)品種、專(zhuān)用農(nóng)資和基地建設(shè)的支持。鼓勵(lì)開(kāi)發(fā)農(nóng)業(yè)全產(chǎn)業(yè)鏈保險(xiǎn)險(xiǎn)種,發(fā)揮農(nóng)業(yè)信貸擔(dān)保體系作用,引導(dǎo)金融機(jī)構(gòu)提供產(chǎn)業(yè)鏈信貸服務(wù)。依托新型農(nóng)業(yè)經(jīng)營(yíng)主體信息直報(bào)系統(tǒng)平臺(tái),運(yùn)用農(nóng)業(yè)全產(chǎn)業(yè)鏈政務(wù)信息,開(kāi)展專(zhuān)項(xiàng)金融服務(wù),進(jìn)一步推動(dòng)“銀稅互動(dòng)”工作。支持開(kāi)展供應(yīng)鏈金融,引導(dǎo)龍頭企業(yè)為全產(chǎn)業(yè)鏈上的小農(nóng)戶(hù)和新型經(jīng)營(yíng)主體提供擔(dān)保和增信服務(wù)。
 
  四、強(qiáng)化保障措施,促進(jìn)全產(chǎn)業(yè)鏈素質(zhì)整體躍升
 
  (十六)找準(zhǔn)抓手,形成合力。省級(jí)農(nóng)業(yè)農(nóng)村部門(mén)要把培育發(fā)展農(nóng)業(yè)全產(chǎn)業(yè)鏈作為重要任務(wù),制定并實(shí)施農(nóng)業(yè)全產(chǎn)業(yè)鏈培育發(fā)展實(shí)施方案,精心組織、精密謀劃、精細(xì)指導(dǎo)。開(kāi)展農(nóng)業(yè)全產(chǎn)業(yè)鏈“鏈長(zhǎng)”制試點(diǎn),建立統(tǒng)籌推進(jìn)、分工協(xié)作的工作機(jī)制,組織梳理農(nóng)業(yè)全產(chǎn)業(yè)鏈圖譜,圍繞“補(bǔ)短板,強(qiáng)弱項(xiàng)”,建立基礎(chǔ)能力改造升級(jí)甚至換代清單、延鏈補(bǔ)鏈清單,提出產(chǎn)業(yè)鏈技術(shù)路線(xiàn)、應(yīng)用領(lǐng)域、區(qū)域分布等,出臺(tái)相應(yīng)配套支持政策。支持農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)擔(dān)任“鏈主”,組織育種育苗、生產(chǎn)基地、倉(cāng)儲(chǔ)設(shè)施、科研院所、加工流通、產(chǎn)業(yè)協(xié)會(huì)、服務(wù)機(jī)構(gòu)、電商平臺(tái)、融資機(jī)構(gòu)等經(jīng)營(yíng)主體,一體打造農(nóng)業(yè)全產(chǎn)業(yè)鏈。農(nóng)業(yè)農(nóng)村部將組織遴選一批科技驅(qū)動(dòng)、基地推動(dòng)、企業(yè)帶動(dòng)、品牌拉動(dòng)的全國(guó)農(nóng)業(yè)全產(chǎn)業(yè)鏈,開(kāi)展全國(guó)農(nóng)業(yè)全產(chǎn)業(yè)鏈重點(diǎn)鏈和全國(guó)農(nóng)業(yè)全產(chǎn)業(yè)鏈典型縣認(rèn)定。
 
  (十七)搭建平臺(tái),聚合要素。建設(shè)農(nóng)產(chǎn)品加工園區(qū)平臺(tái),強(qiáng)化科技研發(fā)、融資擔(dān)保、檢驗(yàn)檢測(cè)等服務(wù),完善倉(cāng)儲(chǔ)物流、供能供熱、廢污處理等設(shè)施,力爭(zhēng)在每個(gè)農(nóng)牧漁業(yè)大縣(市)建設(shè)一個(gè)農(nóng)產(chǎn)品加工園,同時(shí)建設(shè)一批一流的中國(guó)國(guó)際農(nóng)產(chǎn)品加工產(chǎn)業(yè)園。搭建信息交流平臺(tái),將原料商、加工商、采購(gòu)商、投資商、營(yíng)銷(xiāo)商吸引到平臺(tái)上,為其提供全方位市場(chǎng)服務(wù)。搭建企科對(duì)接平臺(tái),梳理關(guān)鍵核心技術(shù)斷點(diǎn),按照“揭榜掛帥”要求,組織聯(lián)合攻關(guān)。面向科研院所、企業(yè)征集優(yōu)秀創(chuàng)新成果,健全成果轉(zhuǎn)移轉(zhuǎn)化直通機(jī)制。支持科技人員以科技成果入股農(nóng)業(yè)企業(yè),建立健全科研人員校企、院企共建雙聘機(jī)制,組建產(chǎn)業(yè)專(zhuān)家團(tuán)隊(duì)或?qū)<翌檰?wèn)組。搭建土地要素對(duì)接平臺(tái),按照《自然資源部 國(guó)家發(fā)展改革委 農(nóng)業(yè)農(nóng)村部關(guān)于保障和規(guī)范農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展用地的通知》精神,通過(guò)產(chǎn)業(yè)科學(xué)規(guī)劃安排一批、園區(qū)整合供應(yīng)一批、增減掛鉤支持一批、存量用地挖潛一批、設(shè)施農(nóng)用地保障一批,解決好農(nóng)業(yè)全產(chǎn)業(yè)鏈用地問(wèn)題。
 
  (十八)建設(shè)載體,筑牢支撐。將現(xiàn)有農(nóng)業(yè)產(chǎn)業(yè)融合項(xiàng)目和農(nóng)產(chǎn)品倉(cāng)儲(chǔ)保鮮冷鏈設(shè)施建設(shè)與農(nóng)業(yè)全產(chǎn)業(yè)鏈有機(jī)銜接,打造“一村一品”示范村,建設(shè)一批農(nóng)業(yè)產(chǎn)業(yè)強(qiáng)鎮(zhèn)、現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)園、優(yōu)勢(shì)特色產(chǎn)業(yè)集群。建設(shè)返鄉(xiāng)入鄉(xiāng)創(chuàng)業(yè)園和孵化實(shí)訓(xùn)基地,支持“鏈主”企業(yè)家擔(dān)任創(chuàng)業(yè)導(dǎo)師,引導(dǎo)返鄉(xiāng)入鄉(xiāng)人員圍繞農(nóng)業(yè)全產(chǎn)業(yè)鏈開(kāi)展創(chuàng)業(yè)創(chuàng)新。創(chuàng)新項(xiàng)目運(yùn)營(yíng)管理模式,強(qiáng)化行政引導(dǎo)、政策支持和差異化發(fā)展,建立人地錢(qián)物信息直通車(chē)機(jī)制,構(gòu)建農(nóng)業(yè)全產(chǎn)業(yè)鏈“龍頭企業(yè)驅(qū)動(dòng)、配套企業(yè)帶動(dòng)、產(chǎn)業(yè)集群聯(lián)動(dòng)、服務(wù)部門(mén)推動(dòng)”的發(fā)展模式。
 
  (十九)創(chuàng)新機(jī)制,注入活力。創(chuàng)新主體聯(lián)合機(jī)制,組織龍頭企業(yè)與種業(yè)公司、收儲(chǔ)企業(yè)、種植大戶(hù)、家庭農(nóng)場(chǎng)、小農(nóng)戶(hù)和社會(huì)化服務(wù)組織,組建農(nóng)業(yè)產(chǎn)業(yè)化聯(lián)合體,簽訂“多級(jí)訂單”。探索雙向入股、按股分紅與二次利潤(rùn)返還等模式,支持小農(nóng)戶(hù)以土地、勞動(dòng)力、資金、設(shè)備等入股農(nóng)民合作社和龍頭企業(yè)。強(qiáng)化要素整合機(jī)制,按照農(nóng)業(yè)產(chǎn)業(yè)化聯(lián)合體內(nèi)部“資源要素暢通、利益聯(lián)結(jié)緊密、服務(wù)購(gòu)銷(xiāo)最惠”要求,創(chuàng)新利益粘合機(jī)制,有條件的向?qū)嶓w化、集團(tuán)化方向發(fā)展。
